Dear Judge Mendiguren,
Please take just a few moments of your time and read the letters below from my daughter Stephanie to Child Welfare Services, formerly
State Offices for Services to Children and Families.
You blindly entrusted our lives to people who lied about my daughter having reported “at least two incidents in which Mr. Bare was
involved in violence” while in the military. This lie alone allowed them to maintain control of Stephanie and create a fictional history of
violence reported, according to the lie, by my own child. Then they defied your order to get her counseling knowing the lie would be
discovered. They also lied about my family stating “no local family placement is available”. My father was retired and my mother a nurse,
both living in Union. This is but a single thread in a broad tapestry of lies woven for your benefit.
Do you preside over a Court of Law or a Court of Lies?
Are you an honest man whose trust has been betrayed, or a rubber stamp for abuse of authority?
Your response (or lack of) will be a matter of public record
The questions were carefully chosen from many such “irregularities” which have a definite and ominous pattern. We would not ask you or
anyone else to just blindly believe what was told them without having first seen documented evidence. The documents providing the

In our last Court appearance you stated very clearly that my daughter has been the true victim in all of this. Had you maintained the
integrity of your Court and of those acting under your authority, Stephanie would not have been a victim. As a matter of principle I find it

Dear Ms Hennel,
Thank you for responding to my request for information regarding the decision to place me into long term foster care. Instead of
answering my questions, however, it has raised serious concerns about the actions of my caseworker Jean Brookbank. I have provided
you with excerpts of the documents that you sent to me. The highlighted portions relate to two separate issues.
(1) First, why was I not placed with either my grandparents or our close friends the Wards who had two daughters my age in their home?
(2) Secondly is the statement by Ms Brookbank that “Mr. Bare’s daughter and Monica Lopez both have made reference to at least two
incidents in which Mr. Bare was involved in violence. Military records have not been requested and documentation to prove or disprove this
information has not been accessed”. This is the most egregious of the misrepresentations that I have seen to date. I was just 20 months
old when my father became a single parent while stationed in Germany and just 3 years old when he left the military. Would you please
provide me with the documentation supporting this statement as well as a documented explanation for not placing me with family or
friends? Thank you for your cooperation.

I have enclosed that letter along with this one.
(3) Enclosed are Court transcripts and Court orders which clearly show that SCF was Court Ordered to provide me with counseling. My
father requested an explanation as to why this did not take place as ordered, in 2002. The explanation given by Susan Hughes seems to
place the blame for not getting this Court ordered counseling on me. You can also see that there was a referral sent to Ms Sabin-Davis
and that she contacted my father by mistake to set up an appointment. I would like a reasonable and timely response to both of my
requests for information. Your immediate attention to this matter will be greatly appreciated.

home, I was sent to an emergency mental health evaluation with the head of CHD Jeff Callison. Here is his assessment after viewing
Barbaras mental health history. "Client oriented X3, not delusional, slightly agitated, gives no indication of (being) dangerous to self or
others at current time. I contacted SCF Jean Brookbank and told her I see no danger for daughter as long as client and wife have no
contact and recommend that he get a restraining order against wife which he is willing to do." I was present for this call and surprised
when Jean told me I was under Court Orders to follow her recommendations and she forbid me to get a restraining order.
*** After being stalked for several months I would finally get up the courage to get a restraining order only to have you threaten me and
swear at me when Barbara lied to get it dropped. "Sir if you interrupt anybody anymore, I'm going to hold you in contempt of Court and I'm
going to put your ass in jail".
*** This attitude would extend to John DeNault of your staff who not only interfered with my efforts to protect myself and daughter as you
acknowledged, but threatened me and refused to provide you with evidence he received through Law Enforcement channels. He would
even feel bold enough to describe both actions in writing as a thinly veiled reiteration of the threat when returning said evidence to me.
*** Committing perjury to you about you, Jean Brookbank falsely invokes a Court Hearing that never took place as the reason behind
going to our home.
*** Committing Perjury regarding the circumstances surrounding the taking of Stephanie from our home. Jean Brookbank lies to cover
up her conspiring with Barbara Bare to place Stephanie in foster care.
*** Jean Brookbank moved on to New York where she committed the very same crimes against someone else. This time it was her
supervisor who says of her "this woman has caused a lot of pain to a lot of families and will again in the future". A woman to whom she
had admitted that she "had problems in Court with a family case back in Oregon" ours.
