The Abuse of Authority Demands Accountability
| THE TRUTH IS STRANGER THAN FICTION The two men who moved with her to Oregon are dead. One she killed herself, (a murder confession??) the other took his own life after blackmailing her for 7 years. She is a black widow who poisons every life that she touches. Her Priest Father Susan Smith-Allen was fired for her involvement with her, even petitioning the Court to "be allowed to share her incarceration" when Barbara was jailed for committing perjury. Most importantly, she destroyed the lives of myself and my daughter in a selfish (and almost successful) attempt to gain custody of her. This is a chronicle of the abuse of Domestic Violence laws meant to protect true victims of abuse by a desperate stepmother. Even testifying that Shelter From the Storm and SCF told her to stalk me, and managing to enlist the aid of a rogue Priest and a social worker both victims of abuse themselves. After a forced separation of 5 years Stephanie and I have been reunited. We spent part of our summer together constructing this site, it has been both a healing and empowering experience for us. This is our story and where possible it will be substantiated by court transcripts and documented evidence. These linked items, like the ones in this introduction, are highlighted in blue. I was at a friends house reading the paper. When I saw his obituary I knew something was terribly
wrong. I had just given him notice to move out the week before and now he was dead. He was
Richard Briggs, and he was my wife Barbara's brother. My first call was to the funeral home, I was
told that it was a suicide and offered the proper condolences. My next call was to the Union Oregon
Police Department to ask why we had not been notified, after all it was her brother and our house
that he had killed himself in. I was told that they were not aware that we were the owners and that
Richard Briggs only relative was a sister in Utah. By the end of the day, efforts to find out what was
happening were being rudely rebuffed, by the end of the week I was being threatened with arrest for
filing a false police report if I didn't quit asking questions. I would eventually find out that Richard was
Barbara's late husbands friend who would become her "brother" after her husbands "sudden and
unexpected death". Now back to the beginning.
When I married Barbara I had been a single father for 5 years since Stephanie was 1 1/2 years old. I
had left the Army after 9 years to devote my time to raising her. She seemed to be the perfect wife
and mother. She had received a PhD in Physics from Stanford, where she was a professor. She
also had been a Vice-President at Hughes Aircraft Corp and had assets that included a home in
Malibu and a small island as well as the mountain ranch that she lived in. I had by this time
accumulated several rental properties myself, one of them near her brothers home. She would later
tell me that she had seen Stephanie and I working there many times when she and her now late
husband would visit him. At her insistence I quit my job as a boiler operator and began to build as I
had always wanted. Soon after we were married she began to tell me horrific stories of ritual sexual
abuse as a child at the hands of her grandfather and others. At the age of 8 she had been sent to a
Texas Reservation (she claimed to be Native American) to live with them after her parents had
adopted her brother Richard Briggs. After years of abuse she became pregnant and had a son ( my
age) that she was forced to give up at birth. A Nun recognized her mathematic abilities and got her
enrolled at Stanford where she got her PhD in Physics. Soon however the stories began to fall apart.
She had claimed to be born in 1940 and to have gone to school in Texas. I would eventually find
high school yearbooks from California from the 1960's and much later her birth certificate which
gives the year as 1950. Without the additional 10 years the stories were simply false. In an effort to
help her through her (mental) illness I had tried to get her to counseling but she refused. It was not
until the suicide of Richard Briggs that she (we) finally went and she admitted to her counselor her
problems with lying. Per her no suicide contract I was made custodian of the 50 weapons that she
owned, and she voluntarily moved out of the family home in November of 1998. I told her in August
1999 that I wanted no more contact with her and that I would be filing for divorce. In November a year
from the day she moved out, she came into the house and announced that she was moving back in
and would live in the two back bedrooms and cook and clean for us but not have any contact with
me (letter and testimony). When Stephanie and I tried to lock her out, she continued to re-enter our
home. When a broken doorknob prevented us from locking her out, I decided to leave to prevent
further confrontation. When I came back several hours later, she had filled the bedroom she had
pleaded to move into with furniture from throughout the house and had begun putting household
items randomly around the house in piles. When I walked into my bedroom, she had moved
everything in there as well and was in my bed in a negligee with herself provocatively exposed. I also
noticed the gun under her pillow, it was the 45 Cal. handgun that I kept in my nightstand. I then threw
a glass of milk on her at which time she jumped up and began to scream at me. I did unfortunately
hit her with my backpack which had a small bottle of cologne in the pocket which put a cut on her
forehead. At this time my daughter and myself left and went to spend the night in La Grande at her
home (it was Sunday night and I had no cash). Just a few hours later she used her key to come into
this house to confront me while we were sleeping and would confront me again at the Ranch after
telling me she was going to work. Stephanie and I would spend the next week in a motel while I
packed and moved Barbara's things to the Ranch. With minimal possessions we settled in and
prepared for Christmas 1999, it would be our last few weeks together. During this period, Barbara
was staying at Shelter From the Storm being told that what had happened was not her fault and
quickly learning the language of abuse. At the end of 25 days at Shelter From the Storm, she
emerged as a victim who's past had been erased. Along with the Priest, she had enlisted the help
of Jean Brookbank, an inexperienced SCF caseworker who would falsify documents to the Court
and to Dr. David Starr in an effort to prejudice the outcome of the proceedings, erasing my past as
well. Jean Brookbank would even commit perjury regarding the removal of my daughter from my
home and placement in foster care instead of with relatives or friends both of which were available.
On December 23rd Barbara filed a false police report carefully crafted to have my daughter placed
into State custody. With the cooperation of Jean Brookbank my daughter was then removed from my
home and placed into foster care. Within a few months, I would also be falsely accused by SCF (not
by Stephanie) of sexual misconduct with my own daughter and by Barbara of being involved in a
rape and murder attempt. When SCF realized the mistakes that had been made it was too late to
admit they were wrong. My daughter was sent to live in another state and I was forced to give up
custody to my first ex-wife to avoid a custody battle with Barbara and the case was closed.
To date Barbara Bare has been convicted of Mail Theft and Felony Perjury. Over $20,000 of my
daughters assets have been stolen and she was forced to spend the past five years living with an
abusive stepfather.
There are psychological evaluations both prior to and after this event which spoke directly to her
historical inability to tell the truth. There are also letters in which she readily admits that "I have lied
to myself with such conviction that I end up believing the lie to be truth"
In 2000 there existed a culture of corruption in the State Offices for Services
to Children and Families and in other areas of local government agencies
Jean Brookbank, Jerry Buzzard and Elizabeth Clarke-Stern, State Office for Services to Children and
Families (SCF): Perjury, Falsification of documents, Refusal to comply with BOTH Court Orders
and Supeona, Lying to a State Representatives request for information regarding this case.
The Union County District Attorneys Office: Knowingly making false statements to the court, evidence
provided by my attorney to the DA's Office disappeared, only to resurface 2 years later in the
possession of Barbara -(a convicted perjurer and mail thief)- surrendered in a civil case clearly
marked as my property with the original note still in place.
John DeNault, Union County Clerk of the Court: Using his Official position to influence the Court
docketing of my Stalking Protection Order. Most recently he used an Officer of the Court to threaten
me.
Father Susan Smith-Allen: Fired from St. Peters Episcopal Church for her obsessive involvement
with the convicted perjurer. This would include living with Barbara and offering to go to jail with her
when Barbara was incarcerated on the perjury conviction.
Again the proof will consist of documents produced by the individuals whom I quote, Official Court
Transcripts, Court documents and hard evidence (currently in the possession of my attorney). These
are serious allegations (some of criminal activities) that I have tried to have investigated for the past
five years.

In September the La Grande Observer refused to accept our paid advertisement citing "fear of liability". I would like to
