| It was the Citizens Review Board who made the following observations regarding the conduct of Jean Brookbank and SCF. From FINDINGS Pages 4 & 5: 3. SCF did not provide the CRB with the following information: SCF 147A, Initial Substitute Care Case Plan. SCF is in violation of ORS 419.780 (2) for failure to provide this information. 7. Reasonable efforts to avoid placement were made. No. The board, from evidence presented at the review, finds alternatives to placement were not adequately explored. 8. Reasonable efforts have been made to provide services to make it possible for the child to safely return home. No. The board is unable to endorse reasonable effoerts toward reunification partially due to what appears to be an inexperienced caseworker, a three month lapse of direct contact with the parent by SCF, no followthrough on securing Interstate Compact Homestudy, and lack of por-active effort to secure appropriate treatment for Mr. Bare. 16.d From evidence/information provided at today's review, it appears there has been complete disregard of Mr. Bare's history and record of being a capable, nurturing parent and little attention paid to the psychological evaluation noting Mr. Bare is no threat to his daughter. 16.e The board definately does not condone Mr. Bare's behavior and loss of control in the circumstances that developed between him and Mrs. Bare; however, it appears little attention has been paid to the case history of Barbara Bare and to precipitating conditions. 16.f It appears unusual to the board that Barbara Bare has extensive visitation without the same requirements of having to complete a psychological prior to such as did Mr. Bare, who has restricted visitation regardless of his evaluation noting appropriate parent/child relationship. At the end of this hearing, Lahna Avery from SCF was instructed to provide me with the contact information of the ombudsman. Before the next visitation, Ms. Avery took me into a room and instead of providing me with the required information, threatened me. Telling me that Jean and Barbara might be afraid of me, but that she was not. She told me she had grown up in a family full of people just like me and she knew how to deal with me. |
